No Age Minimum Exists

The FCC does not set a minimum age for amateur radio licenses. A 5-year-old who can read, understand the questions, and answer correctly will receive the same Technician Class license as an adult. Ham radio has a long tradition of young operators — many get licensed before they can drive.

Getting an FRN for a Minor

A minor can register in FCC CORES and obtain their own FRN. The CORES registration asks for legal name, date of birth, mailing address, and an email address — a minor's email address (or a parent's) is acceptable. The FRN and license will be issued in the minor's name. Parents do not appear on the FCC license itself.

Exam Day for Minors

Most VE teams ask that a parent or guardian accompany minors to exam sessions, though there is no FCC requirement for this — it is typically a local practice. Call or email your exam session sponsor in advance to confirm their policy for minors. The exam fee is often reduced for minors under 17 or 18 at some sessions ($5 instead of $15).

For identification, a minor who lacks a government photo ID can often use a school photo ID combined with a birth certificate or Social Security card as a two-document identification. Ask the VE team about acceptable ID combinations for minors before exam day.

Operating Rights for Minors

A licensed minor has the exact same operating privileges as any adult with the same license class. A 10-year-old Technician can operate on any frequency a 40-year-old Technician can. There are no FCC restrictions on operating rights based on age — only on license class.

Ham Radio and Youth Organizations

Many youth organizations integrate ham radio: the Boy Scouts of America has a Radio merit badge and Jamboree on the Air (JOTA) event; ARRL runs the Young Ladies' Amateur Radio Club (YLARC) and supports youth licensing through clubs nationwide. Getting licensed opens the door to these programs.
